An English civic identity?

Gareth over at Little Man in a Toque has a thoughtful piece on the need for a civic English nationalism:

at the moment, English nationalism is mostly an ethnic nationalism. Immigrants that come to England are informed that they are now British, and they are. ‘British’ is not an ethnicity, Britain is a political construct that incorporates the different nations and ethnicities, and in that sense it can be argued that Britain was multi-cultural before the waves of immigration that began with the Empire Windrush.
